Loomis introduces updated state building codes; no substantive local changes proposed

The Loomis Town Council introduced an ordinance adopting the most recent state building-code updates required by California law. Town counsel and staff said the proposed local ordinance incorporates the state's 2022 building-code editions and makes no substantive local changes.
Town Attorney Frank Spandoria told the council the update is a recurring, state-required adoption. "This is the triennial requirement by state law to adopt the building codes locally," Spandoria said. He noted that under state measures there are transitional provisions allowing projects already reviewed under the 2022 code to proceed without being forced to switch to new requirements.
Councilmembers asked only clarifying questions. Staff said jurisdictions may impose stricter local standards but the ordinance before the council mirrors the state minimums. The council then voted to introduce the ordinance; the item will return for a second reading and final adoption as required by state law.
What happens next: The ordinance will be brought back for a second reading in a future meeting (required public hearing); any future local amendments must be expressly added by the council at that time. Staff also reminded applicants of the statetransition rules for building permits already in plan check.
Why it matters: Adopting the state building code is required to keep local permit review in step with state standards and to ensure code consistency for contractors and property owners; adopting identical or stricter local provisions is within the councilauthority.
