The planning staff has prepared a schedule to sequentially review and amend land‑use code sections (Title 12) to match the general plan policy language, starting with general provisions and then moving into zoning classifications; staff emphasized the need to update definitions and adjust code cross‑references rather than present the entire code alteration at once.
For the city center master plan, staff said consultants are drafting a form‑based code to implement the plan’s design vision and that a joint Planning Commission–City Council work session is scheduled for April 24 to introduce the concept. The work session will present how form‑based codes operate and what policy decisions the council will eventually need to make to adopt the code.
Staff said the code update process is designed to be methodical and iterative; the planning commission will review sections in work sessions and hold public hearings before a final ordinance is presented to the council. No final zoning changes or ordinances were adopted at this meeting.
