Keizer retools committee-appointment process; separates internal committees from outside liaisons

Councilors agreed to revise how the city appoints members to internal boards and to clarify the role of council representatives to external organizations, asking staff to prepare language that preserves external bylaws and clarifies substitution and alternate requirements.
