House File 286 would permit city and county licensing authorities to require fingerprint-based federal background checks (FBI checks) for massage therapists and massage establishments rather than relying solely on the state purpose‑code E check. Sponsor Senator Ron Howe said state-level checks can be too narrow and fail to reveal out‑of‑state arrests or alias use by applicants.
