Davis County commissioners on March 25 opened a public hearing and approved a substantial amendment to the county's 2024'25 annual action plan for the Community Development Block Grant program, moving previously allocated funds for a Fruit Heights city building project into the 2025'1026 program year.
The amendment was presented by Ryan Steinbeagle of the county's Community and Economic Development Department. Steinbeagle said estimates for the Fruit Heights project exceeded the county allocation of $126,000, and Fruit Heights does not have sufficient general-fund dollars to cover the shortfall. The county will cancel that project and roll its funds forward to prioritize other projects in 2025'1026.
During the public hearing, Emily Hilstead of Safe Harbor Crisis Center told commissioners the organization served 3,464 county residents last year and said Safe Harbor has CDBG grant applications pending. "Right now, we are working on infrastructure, and we are working on making sure that our staff retains where they're at, and build that institutional knowledge," Hilstead said.
After public comment the commission closed the hearing and voted to adopt the substantial amendment as presented. The motion to open and later approve the amendment was moved and seconded by commissioners; the record shows voice votes, with commissioners responding "Aye."
The amendment will cancel the Fruit Heights allocation and carry the $126,000 forward into the next program year for reallocation by the county's CDBG program administrators.
The public hearing and approval occurred within the regular commission meeting and followed standard notice procedures for a CDBG substantial amendment.
