Collin County approves replat to divide Bourne Ranch Lots 2 and 3 into four 1-acre parcels

The Collin County Commissioners Court on an uncontested vote approved a replat to divide Lots 2 and 3 of the Bourne Ranch (Morton Ranch) into four one‑acre lots.

Clarence Daugherty, Collin County director of engineering, told the court the property owners asked to subdivide the two lots into four parcels of roughly one acre each and that state notice requirements prompted a public hearing. Daugherty said roughly three‑quarters of the new parcels fall in neighboring Hunt County and that Hunt County staff will review septic and related permitting for the portions in that county. No members of the public spoke during the hearing.

Judge and commissioners asked a procedural question about how the existing lots were labeled on the plan; Daugherty initially asked to confirm the plan on screen and then identified the top two new lots as “Lot 2, R1” and “Lot 2, R2” on the map. After discussion the court moved, seconded and approved the replat. The vote was recorded as 5 in favor, 0 opposed.

The replat approval allows the owner to record the new lot configuration so long as any additional review or permits required by Collin County or Hunt County are satisfied. Collin County staff noted that because the property crosses the county line, some technical reviews (septic, for example) are being handled by Hunt County staff.
