The Senate considered an amendment to House Bill 2052 that would have established a new crime for unlawful storage of a firearm where a minor gains access and causes harm. The amendment — described by its sponsor as the "Responsible Gun Ownership Act" — proposed a three-tier penalty scale ranging from a class C misdemeanor where a minor simply gains access to felony levels for use by a minor causing severe injury or death.
