RDA readies revised RFP for 700 South Main; DNR flagged environmental case and mixed-use preference noted

The Redevelopment Authority reviewed a revised draft request for proposals for the 700 block of South Main and discussed environmental and programmatic edits before releasing the solicitation.

Staff said records indicate the parcel is associated with an open DNR case and that the RFP should include language requiring developers to work with the Department of Natural Resources to resolve any environmental issues. Staff proposed minor edits to RFP language and recommended keeping solicitation language broad to encourage mixed-use commercial and multifamily responses while clarifying the city’s preference for mixed use aligned with the comprehensive plan.

Board members suggested prioritizing mixed-use language in the RFP and recommended staff place that phrasing higher in the document to reflect policy intent. Staff also asked for a short delay in releasing the RFP — likely about a month — so economic development staffing could be in place to respond to developer questions and manage the procurement process.

Staff said it will add environmental compliance language, move the mixed-use preference higher in the document, and circulate the RFP when the department has capacity to manage inquiries.
