Commission approves wording changes to solid-waste budget resolution; sends report to council

The Solid Waste Advisory Commission on a unanimous voice vote approved minor edits to a draft budget resolution and agreed to forward the report to Austin city council as part of the upcoming budget process.
Commissioner Jan said the packet contained an incorrect version of the resolution and described the edits at the meeting, including replacing the word “disposal” with “collection and drop off options” and clarifying geographic language to refer to northern and western portions of Austin and Travis County. "Over the past 5 years [the area] is in need of solid waste drop off options in the northern portions of Austin and northern Travis County," Jan said.
The change package was moved by Michael and seconded by Jan; the commission voted unanimously to accept the edits. Michael then moved approval of the resolution itself; Seth seconded the motion and the commission approved it unanimously. Minutes and raised-hands voting were recorded at the meeting; the commission did not specify a numerical budget increase at this time.
Victoria Reager, financial manager with Frost and Resource Recovery, outlined next steps for the budget calendar. She said the forecast will be presented to council on April 8 and the proposed budget will be presented to council in July, around July 12 or 13. "The kind of next steps in the process, we're in the forecast period right now. That's gonna get presented to council April eighth," Reager said. She added the report will be published to a website "in the next month or so," though she did not give a precise posting date.
Commissioners noted that the commission is recommending an increase to support reduced employee attrition and expanded recycling and hazardous-waste drop-off options, but the commission did not set the numeric value of that increase; the final dollar amounts will be decided through the city budget process.
The commission asked staff to return with an update after the forecast is presented; Reager said she could give a forecast presentation at the commission's April 9 meeting but would not be able to post numbers before council sees the forecast.
With the resolution edits and the decision to forward the report to council complete, the commission adjourned.
