Sen. Sayarto presented two related measures (SB 231 and SB 232) based on recommendations from the Little Hoover Commission. SB 231 requires the state Office of Land Use and Climate Innovation (OLUCI) to develop technical guidance on significance thresholds — starting with greenhouse gases and noise — that lead agencies may adopt. The Little Hoover Commission said clearer thresholds could improve predictability and reduce litigation costs.
