Roseville Transit staff told the Transportation Commission on March 18 that the first phase of the city’s Comprehensive Operational Analysis (COA) — commuter service enhancements — will begin Monday, April 21, and that the regional RapidLink service has been delayed to late summer or early fall.
Rich Frost, transit operations supervisor for the City of Roseville, said the commuter revisions will provide more direct routing to downtown Sacramento, add a new stop at the Valley State Office Complex off Richards Boulevard, and reduce redundant in-city stops to shorten travel time. Frost said the route changes are intended to improve travel time and reliability for commuters and follow prior approvals by the commission and the city council.
Frost also updated the commission on RapidLink, the planned regional route that will connect Lincoln to the I-80 light-rail station. He said vehicle delivery delays have pushed the current target for regional service to late summer or early fall 2025. Frost described ongoing work on later COA phases that will add zonal structure to the city’s paratransit (Dial-a-Ride/ADA) service and streamline local routes; he emphasized outreach and rider education ahead of future changes.
On contractor procurement, Frost said staff recommended that MB Transportation, the incumbent operator, continue to run Roseville’s bus operations. Contract negotiations were underway and staff planned to present a signed agreement to the city council for final approval on or around April 16. Frost told commissioners the recommended contract is a five-year agreement with options potentially extending to an additional five years.
Frost and other staff provided equipment updates: the city has 12 electric paratransit vans on order with added battery capacity expected to arrive by summer; five commuter electric buses have been procured with two onsite, two in transit and a fifth expected by month’s end. Frost said staff are coordinating marketing and one-on-one outreach with vulnerable rider populations to support service transitions. No commission action was required at the meeting.
