The Prosper Planning and Zoning Commission on March 18 approved a preliminary plat for a proposed Prosper ISD administration building and a second future structure on 53.3 acres east of Lakewood Drive, roughly 925 feet north of University Drive. The approval was conditioned on completion of a traffic impact analysis prior to construction; the motion passed 3–1.
Staff described the project as two planned structures: a primary administrative building and an additional structure whose future use has not yet been determined. Commissioners raised concerns about vehicle access and circulation given that Lakewood Boulevard will become a limited‑access corridor during nearby construction of State Highway 380 and that portions of Richland Boulevard in the area do not yet provide through connectivity.
Commissioner John Hamilton questioned traffic flow into the site and said the combination of roughly 500 existing parking spaces and an anticipated additional 500 spaces in a later phase would generate a “considerable amount of traffic” into the surrounding neighborhood if surrounding roads remain incomplete. Commissioners requested a traffic impact analysis and that the ISD coordinate with the town to complete Richland Boulevard to improve ingress and egress for the campus.
Commissioners also discussed the placement of a storage tank and pump house shown on the site plan near Lakewood Boulevard. Commissioner Matt Furey asked whether the tank and pump house could be located farther back on the site and requested details about screening and landscaping. Staff indicated the site plan review is ongoing and described proposed screening around the utility area, citing plantings including wax myrtles, Mexican plum and Texas redbuds and noting a six‑foot fence is shown around the tank; staff also said the storage‑tank height is not specified on the submitted site plan and will be clarified during the final site‑plan review.
The commission’s approval makes the traffic impact analysis a condition of plat approval: if the TIA identifies intersections or off‑site roadway work that must be completed to mitigate impacts, those measures will need to be addressed before construction can begin or before a building permit or certificate of occupancy is issued, depending on the town’s final permit conditions.
