Grayson County delays ESD 1 creation vote after boundary errors found

County officials on Tuesday voted to cancel a May election on creating Grayson County Emergency Services District 1 after discovering material errors in the petitions’ boundary descriptions.

The court’s action followed public comment from a resident who said firm boundary lines and an exact calculation of the tax impact had not been completed. County officials told commissioners that mapping discrepancies—between the county’s map and the Grayson Central Appraisal District (GCAD) parcel mapping—meant some voters could have been wrongly included or excluded from the election roll.

Robert Paul Hawkins, a resident and business owner inside the proposed district, told the commissioners he had reviewed financial reports from other Texas emergency services districts and consulted guidance resources for organizing an ESD. “I like firm numbers, firm facts, and exacts on what things are going to be,” Hawkins said, arguing the court should hold off until precise boundaries and monetary impacts are calculated.

County Judge (name not specified) told the court that the survey used the map on the Grayson County website and that GCAD mapping did not show correct city limits for the city of Popsborough, producing the discrepancies. “Those discrepancies, we’re proposing that we cancel this May, look at redoing the mapping and the areas so that for a May election, would be possible… or for a November election,” the Judge said.

Commissioner Hardenberg moved to cancel the May 3 election and reschedule work to correct the descriptions; Commissioner Arthur seconded the motion. The motion carried on a voice vote. The court directed staff and stakeholders to revise boundary descriptions and related documentation with the intention of reintroducing a corrected proposal for a November ballot.

Commissioners spoke during the court comments about continuing work on ESD proposals and coordination with GCAD and city officials. Commissioner Maher noted ongoing legislative activity in Austin while acknowledging the local need for better funding structures for fire and emergency medical services. Several commissioners thanked staff and volunteers who had spent hours preparing the proposal and said they want the district creation effort to proceed once mapping and procedural issues are resolved.
