The Scott County Board of Education on March 13 voted to create a new testing coordinator position for grades 9 through 12 and approved a package of budget and contract actions including an e-rate consulting contract, facility repair work at Scott High School and transfer of mobile classrooms from Birchfield Elementary School.
The board approved the position described in the meeting as a “secretary specialist testing coordinator for grades 9 through 12.” Board members were told half the salary will be paid from Title II federal funds and the other half from the district’s college-and-career-readiness (CCR) outcomes funding.
Mister Owens, a district staff member, explained the outcomes funding trend to the board, saying the district’s CCR-related funding rose from about 22% when the program began three years ago to about 37% in an intervening year and to about 55% at the high school last year. “That normally gets us about $26,000,” he said. The board asked whether the additional salary was covered by those funds; the district’s response was that the CCR/outcomes funding and Title II would cover the position’s cost.
Board members asked whether the position would be advertised; the board was told the vacancy will be advertised immediately if approved. The board then approved the position by roll call with all members present voting aye.
In the same meeting the board approved: budget amendments as recommended by the district; out-of-state and overnight trips that require board policy approval; a request for bid in accordance with district purchasing policy (the transcript notes the applicable competitive-bid threshold); a memorandum of understanding with a CCFT (comprehensive child and family therapy) provider; transfer of ownership for mobile classroom units from the Birchfield Elementary campus (the board authorized moving the units and noted spring break as a possible earliest moving window); a cooperative agreement with the City of Huntsville, Tennessee; a $5,000 e-rate consulting agreement with CSM Consulting and Company for the 2026 filing season; and contract work for exterior repairs near the Scott High School cooling tower.
Most consent and routine items were adopted on single roll-call votes. Several items drew brief discussion for clarification (notably the funding source for the testing coordinator and the timeline for moving mobile units), but no items were tabled or returned for further study at this meeting.

Why it matters
The testing coordinator position targets operational support for grades 9–12 and is explicitly funded from federal Title II and district CCR/outcomes funds; the board’s action formalizes the role and commits recurring local/federal funding. Approvals for e-rate consulting and facility repairs affect district compliance and building maintenance; the transfer of mobile units affects facility capacity at Birchfield Elementary and other sites.
What’s next
The district will advertise the testing coordinator position, begin contracting with the chosen e-rate consultant for the 2026 filing season, and coordinate logistics to move the mobile classrooms once details and timing are finalized. The board did not schedule additional hearings on these items at this meeting.
(Additional context recorded at the meeting: the superintendent noted the TCAP testing window will open April 14 and close May 2, and spring sports and other spring activities are underway.)
