The policy, presented to the board following review by the county safety committee and county attorney, defines permitted uses of the grounds, contains a liability and hold-harmless clause, and establishes an application and approval process. The proposed permit requires applicants who want to use the courthouse’s electrical outlets to obtain CDA approval because those outlets are on a separate metering system under joint ownership. The policy also requires applicants to accept responsibility for safe use of outlets, including covering cords.
Supervisors expressed general support for having a formal policy after increased informal use of the grounds, and several members said the county’s insurance carrier recommended adopting written rules. Multiple supervisors asked that the CDA review the portion of the policy that governs the CDA-owned electrical outlets before the board places the resolution on a future agenda. The board agreed to table the resolution until that review is complete.
No final vote on resolution 2025-13 was taken during the meeting; the board requested staff obtain CDA input and return the item for formal consideration at a later date.
