Counsel for the LWDB, Brandon Kavanaugh, and LWDB Executive Director Billy Francis also participated in the discussion and answered legal and operational questions.
Ring and staff told the board the new agreement supersedes an earlier document that had led to confusion because a footnote had been interpreted by some as limiting county oversight. The new agreement clarifies joint responsibilities and describes reporting relationships and an organizational chart.
Board members said the update, and the clarifications of the board’s role as the “chief elected officials” for WIOA purposes, were helpful. Supervisor comments noted the importance of workforce services and the need for clear bylaws; staff said an amended set of LWDB bylaws is planned as a follow‑up step.
The board voted unanimously to adopt the agreement. Staff said the board will expect to review and may adopt a revised set of LWDB bylaws in a second phase of work.
