A developer working as Cowboy Partners presented a rezone and concept for a mixed residential and commercial village in Ogden Valley during a Weber County planning commission work session. The applicant said the project would emphasize long‑term multifamily and single‑family‑for‑rent housing with a portion targeted as workforce housing.
The applicant described itself as a long‑term owner/operator and said the project could include roughly 70 workforce units in the residential core, plus additional market‑rate housing and a small commercial village at the intersection. ‘‘Part of our plan here is workforce housing,’’ the applicant said, describing a mix of single‑family for‑rent homes, rowhomes and some flats and noting a target for workforce units in the 50–80% area‑median‑income range.
Commissioners and staff focused on three implementation hurdles: transfer‑of‑development‑rights (TDRs), water supply and sewer capacity. The applicant said it expects it will need roughly 45 TDRs beyond an initial 15% credit for affordable units and that a marketplace for TDRs in the valley is only beginning to emerge. Staff and commissioners cautioned that most available sending‑site parcels and prior transactions are limited; one staff member noted only ADU‑scale transfers or internal transfers within a single developer have been recorded to date.
Both planning staff and the developer flagged water and sewer as critical: the site is in Eden Water Works’ service area, and Eden has a moratorium on new water service for now, the applicant said. Sewer capacity and Wolf Creek Water and Sewer Improvement District expansion were also identified as essential prerequisites; staff said these utilities and related permitting will be addressed at subdivision, not the rezone stage.
Commissioners also asked about the street‑regulating plan. Planning staff and commissioners noted a map the applicant submitted omitted one planned street, a potential connectivity gap the commission expects to be addressed. Commissioners suggested it may be preferable for the applicant to submit a concurrent amendment to the street‑regulating plan or clarify connectivity as part of future submittals so the public can see the full picture.
Other topics that drew attention: whether the county could require developer participation toward an off‑site roundabout or intersection improvements, winter parking and snow‑management for denser housing, compatibility with existing adjacent homes, and how any new county building near the adjacent Nordic area should inform the design of utility and accessory structures.
Commissioners suggested several directions for the applicant before formal hearing: (1) hold a publicly noticed community meeting to present refined plans and obtain local feedback; (2) coordinate with Eden Water Works, Wolf Creek Water and Sewer and county engineering on utility capacity, costs and required agreements; (3) clarify whether the submittal seeks a street‑regulating‑plan amendment or simply intends future coordination; and (4) outline a plan for procuring TDRs or otherwise documenting a feasible path to acquire the needed development credits.
The applicant said it will hold a community meeting at the Huntsville Library on May 14 to present the proposal and solicit feedback and described the project as a long‑term build‑out that could take multiple years to reach initial occupancy, contingent on utility capacity and approvals.
