Trustees OK revocable agreement template for prairie-dog-barrier cost-sharing program

The Open Space Board of Trustees moved on Dec. 11 to recommend a standard template for a revocable agreement, with maintenance obligations, to support the prairie dog barrier cost-sharing program.

The motion on the consent agenda asked trustees to “recommend granting a template for a revocable agreement with maintenance obligations in the form substantially similar to the attached for use in the prairie dog barrier cost sharing program,” according to the motion read into the record by trustees during the meeting. The item was placed on the consent agenda; no board member called it up for separate discussion.

During roll call the board recorded its votes in favor. The record in the meeting transcript shows: Sarah — yes; Brady — yes; Harmon — yes; and Chair Michelle Estrella — yes. The motion carried with the recorded yes votes.

OSMP staff and trustees previously discussed the program’s framework and the department’s approach to cost sharing and maintenance obligations during earlier meetings; staff said the template is intended to standardize revocable agreements used when private landowners install prairie-dog-barrier fences abutting open space lands.

The board also asked the city attorney’s office to clarify procedural wording about consent-agenda motions for a future meeting; trustees indicated a preference to potentially simplify consent-agenda language going forward.
