Kaysville creates separate parks code section for e-bikes and scooters, permits use when safe

Kaysville City Council approved an ordinance amending Section 12-2-2 (vehicles) and enacting Section 12-2-12 (bicycles and skateboards) in Chapter 12-2 of the city code to create a separate category for e-bikes and e-scooters.
Cole, a city parks staff member, told the council the change stems from prior confusion when e-bikes were grouped with motor vehicles. The adopted language treats e-bikes and similar devices as permitted in parks "as long as [they are] used in a safe manner," and prohibits reckless operation or actions that endanger other park users. The code also implicitly restricts use on turf where inappropriate.
Council members who spoke in favor noted public-safety concerns about high-speed riders but also emphasized access benefits. One council member described e-bikes as a "game changer and a life changer" for older or less-mobile residents who now can ride with family, while others urged common-sense use and enforcement focused on bad actors rather than banning devices outright.
The ordinance reflects staff recommendations from a prior work session and contains no substantive changes from that draft, according to Cole. The action was approved by the council; the transcript records a unanimous voice vote and no recorded no votes.
