The St. Charles Parish Council on May 19 considered a series of ordinances, contracts, resolutions and appointments and approved the majority of items unanimously. Key actions taken at the meeting are summarized below.
Votes at a glance
- Approval of minutes, May 5, 2025: Motion by Councilwoman Skiba, second by Councilman Comerdale. Passed unanimously with Councilman Fisher absent.
- File 2025-0133: Change Order No. 2 for Westbank Library hurricane Ida repairs (LR211105) — decrease contract amount by $2,500. Public hearing opened and closed; ordinance passed unanimously.
- File 2025-0134: Professional services agreement with Wagoner Engineering, Inc., for Westbank Lift Station Rehab (project S250401) in an amount not to exceed $236,530. Public hearing closed; approved unanimously.
- File 2025-0137: Contract with Barre Construction Co. LLC for LA 18 cast iron water main replacement, Phase 3 (WWKS113), $779,876.10. Public hearing closed; approved unanimously.
- File 2025-0138: Professional services agreement with McKimmon Crete Inc. for Oak Street pump station conceptual design (P241104), lump-sum $89,500. Public hearing closed; approved unanimously.
- File 2025-0139: Amendment No. 1 to ordinance 23-7-6 with Shred, Kuykendall & Associates, Inc. for Good Hope Canals pipeline location investigation (P230402), $110,305. Public hearing closed; approved unanimously.
- File 2025-0146: Resolution requesting an opinion from the Louisiana Attorney General on whether a member of the St. Charles Parish Hospital Service District may serve simultaneously on the St. Charles Parish Planning and Zoning Commission. Resolution opened for comment and passed unanimously.
- File 2025-0150: Resolution adopting the 2025 update to the St. Charles Parish 2020 Floodplain and Stormwater Management Program for public information. Adopted unanimously (see separate article for details).
- Appointments: Confirmations passed unanimously for Karen Raymond (Hospital Service District No. 1, term 05/22/2025–05/22/2031), Pamela W. Smith (Hospital Service District No. 1, term 05/22/2025–05/22/2031) and Randy P.T. Jr. (Planning & Zoning Commission, District 2, term 05/31/2025–05/31/2029). Nomination to Planning & Zoning Commission District 3 (file 2025-0120) was deferred pending an opinion from the Attorney General.
- File 2025-0145: Authorized advertisement for acceptance of proposals for the parish’s official journal appointment. Approved unanimously.
