Commission approves Community Corrections contract for EHawk ‘Repath’ app using KDOC grant funds

The Saline County Commission on Dec. 17 approved RFA 2024-172, allowing Community Corrections to enter into a contract with EHawk Inc. for the Repath smartphone supervision app.
Michelle Kellum, director of Community Corrections, said the app would allow supervised adults and juveniles under the Kansas Department of Corrections (KDOC) grant umbrella to check in via smartphone, receive messages, and, in some instances, use GPS-based location features. “This offers that at a at a more affordable rate, and it also gives us that added benefit of being able to use an immediate, sanction or immediate consequence when you have bad behavior,” Kellum said.
Kellum said the county currently uses a separate system for pretrial clients (paid for by Saline County) and that pretrial clients would not be enrolled in this KDOC-funded program. She told commissioners the monthly cost to the county under the proposed contract would be $2,416.66 (about $28,992 per year) and that an additional $1,500 would be required for initial training; unlimited online training would be included at no additional charge. She said KDOC grant funds would pay the cost: “If the contract is approved, the Arcadia Sea grama funds will cover all of the cost of these services,” Kellum said.
Commissioners asked how the system would work for clients without smartphones; Kellum said in those rare cases the agency would continue to use electronic monitoring device (EMD) ankle monitors. She also described a photo check-in feature tied to phone location data that the department had seen in a demonstration.
A motion to approve RFA 2024-172 carried by voice vote, 5-0. The commission did not provide the contract start date or vendor payment schedule in the public remarks; procurement and contractual terms were not specified in the transcript.
