State review board rejects Blair House boundary decrease, local resident notifies commission

At the March 25 Waukesha Landmarks Commission meeting a resident read a letter saying the State Historic Preservation Review Board voted 8–4 on Feb. 21, 2025, not to approve an application to decrease the historic boundary of the Blair House; the city, as property owner, is exploring next steps.
Lisa Soutle, a Waukesha resident, told the Landmarks Commission that she had received an official letter from the State Historic Preservation Review Board regarding the Blair House. She read the board’s finding into the record: “Soutle, by a vote of 8 to 4, the State Historic Preservation Review Board did not move to approve the Blair House additional documentation and boundary decrease at the meeting held on 02/21/2025.”
The letter described the vote as an expert panel decision; Soutle told the commission the process began in July 2024. Charlie (city planner) later told the commission that the city is looking into options as the property owner at 130 Delfield Street.
The action by the State Historic Preservation Review Board does not itself change municipal designations or locally held protections; Soutle’s remarks were offered during the public comment period to notify the commission and place the state board’s decision in the meeting minutes. Charlie said the city is reviewing its options going forward with the property owner and the state process.
The commission recorded the state board vote and the resident’s letter in the meeting record and did not take a formal action on the Blair House item at the March 25 meeting.
