Council authorizes contracts with Downtown Redevelopment Services to draft form‑based code and pursue a master developer approach

Following adoption of the City Center Master Plan, the North Logan City Council voted unanimously to authorize two consultant contracts with Downtown Redevelopment Services LLC (DRS). The contracts will (1) draft a form‑based code and design regulations for the City Center and (2) lead a master development/curation effort to coordinate landowners and attract potential developers.
Scott and Ben Levinger (DRS consultant) explained the difference between the two contracts. Scott said the form‑based code will detail architectural standards, building massing, materials, floor‑to‑floor relationships and parking/urban design expectations for the City Center overlay. The master development agreement scope begins with a curation phase to align multiple private landowners on a shared vision and, if that step succeeds, would move to developer outreach and an RFP process.
John (staff) told the council that the contracts will be funded from CDA (the former RDA for the city center) tax increment/development funds that are already reflected in the FY25 development budget, and he said staff will provide final accounting showing the exact fund sources. Council discussion noted the CDA‑restricted nature of those funds and the plan to act as both council and CDA when appropriate to approve expenditures.
Emily moved to authorize signing the contracts; the motion was seconded by Buzzy and Joni and carried unanimously. Councilmembers and the consultant said the work is the next, expected step following plan adoption and that the contracted work will return code and implementation drafts for planning commission and council review.
Why it matters: the contracts start the implementation stage — moving from policy (the master plan) to enforceable code and a coordinated development approach to encourage the City Center vision to be built at scale. Council emphasized the contracts are the start of a multistep implementation process; any code or master developer agreements will need subsequent formal approvals.
