The court approved related motions after staff described the scope as part of ongoing rehabilitation and bond-program work.
The board approved multiple closing documents and authorization for the chairman to execute final documents, pending final legal review, for projects that are part of the 2018 drainage bond program. Staff also requested authority to advertise RFP packets for Monte Cristo and Conway Drain Phase 3 (project No. 27) and reported that, where no responsive bids were received, projects will be re-advertised or rejected as required.
Officials approved several application payments for construction contracts under the 2018 bond program and related projects. Among those actions: approval of an application payment described as Application No. 4 in the amount shown in the record for a Memorial LLC construction contract, and approval of a payment for Moore LLC (amount recorded in the meeting). The board also authorized an energy agreement and payment to Texas Gas Services to relocate a gas line required by a drain project; the court approved both the agreement and payment.
During the meeting staff reported that Region 15 is soliciting four voting members for its regional flood plan—two water-district seats, one flood district seat and one agricultural seat—and encouraged stakeholders to complete the regional flood plan development survey on the Region 15 website. Staff said they will present two options for the Rainbow Drain, including an option prepared with the U.S. Army Corps of Engineers and a locally developed alternative; the board asked staff to schedule a lunch workshop to review those options.
