City staff reported to council on a year‑plus review of ordinances adopted in 2023 addressing noise (Chapter 22, Sec. 22‑4) and outdoor lighting (Chapter 22, Sec. 22‑30). The review compared complaint counts and enforcement activity for the 17 months before and after adoption and described enforcement mechanisms for lighting and noise issues.
