Syracuse City Council members and staff discussed whether the municipal building code allows the construction of a decorative, nonoccupiable "false" second floor and considered ways to accommodate certain design intents within current rules. "You could see where you might put some nice windows up on the Second Floor and have a fake Second Floor, but the code doesn't allow that. So we're trying to accommodate," a speaker said during the meeting.
