Accomack supervisors accept state grant, schedule FAA public hearing for Runway 21 turnaround project

Accomack County supervisors voted July 16 to accept a Virginia Department of Aviation grant not to exceed $63,158 and to schedule a public hearing Aug. 20 to consider a Federal Aviation Administration (FAA) grant for phase 2 of the county airport Runway 21 turnaround project.
Stuart Hall, Public Works and Facilities, briefed the board on the project, describing a planned turnaround area (a "jug handle") east of the northern end of Runway 21 that would let aircraft hold outside the runway safety area before takeoff and clear the active runway when a parallel taxiway is not available. Hall said the project had been included in the county's fiscal year 2026 capital budget and that a local match was previously approved in that budget.
Hall said the FAA award amount is $1,461,100 and that the county's local match was approved at $15,000 in the FY26 capital budget but might be as high as $15,380; he said any small overage could be absorbed by the airport's operating budget. Because the FAA grant exceeds 1% of the county's anticipated total expenditures, Hall advised that state law requires a public hearing for acceptance; the board set that hearing for Aug. 20.
A supervisor moved and the board voted to accept the Virginia Department of Aviation grant and to authorize staff to execute necessary documents, and to schedule the FAA public hearing at the August meeting. No further conditions or amendments were recorded in the meeting minutes.
Hall told the board the project could reach final steps with the FAA in September or October if the grant moves through the agency approvals on schedule.
