Council adopts downtown parking program and modernization study

The Delaware City Council adopted Resolution 25-50 on July 14, 2025, receiving the City of Delaware parking program and modernization study and its recommendations.
Chief Moore summarized the work completed by consultant Kimberly Horn and city staff and described the July 14 presentation as a wrap-up of the downtown parking study. Moore said the council was not required to take immediate action on the study that night but the council moved to adopt the resolution accepting the study and recommendations for future action. "What you have before you tonight is kind of the wrap up of some work that Kimberly Horn was doing on our behalf, to give us kind of a path forward with downtown parking," Chief Moore said.
Public comment earlier in the meeting had raised concerns about parking meters and senior residents' difficulty using the payment system. In public comment Scott MacVicar of 1935 Ashburn Drive asked for additional public education and reconsideration of how the meters work, noting out-of-town visitors and seniors had difficulty using the payment kiosks.
Council adopted the resolution by roll call; staff said they will not recommend immediate action that night but will continue outreach to downtown businesses and stakeholders and return with specific policy actions at a later meeting.
