LAREDO ISD trustees met in executive session on June 5 to discuss qualifications for candidates for the position of interim superintendent, citing Texas Government Code sections 551.071 and 551.074. When the board returned to open session, Trustee Doctor Luis Rios moved to instruct the human resources department to internally post the availability of the interim superintendent position and request applications for candidates who meet qualifications outlined by the Texas Association of School Boards, adding two district-specific criteria: at least three years of school or district administrative experience, and a preference (but not requirement) that candidates hold a superintendent certificate.
Doctor Rios made the motion on the record: "I move to instruct human resource department to internally post the availability for the position of interim superintendent, request potential candidates to submit their applications for consideration for qualifications provided by the Texas Association of School Boards. However, the candidate applying for interim superintendent shall also have the following qualifications. Number 1, 3 or more years of school district slash administration experience, and 2, it will be preferred but but not required for the applicant to also have a certificate of superintendency." A second was recorded but not named in the available transcript. There was clarifying discussion about the meaning of "school/district administration" and trustees requested staff to read the qualifications back aloud for clarity.
The matter was handled as a board direction to staff; the public transcript does not record a roll-call vote with named tallies but shows the motion and second on the record and subsequent work to implement the posting.
Trustees asked staff to return with details on posting timing and the application review process.
