BCRUA reports SWIFT abridged application submitted; TWDB to rank projects

Aaron Archer, a project manager with Walker Partners, told the Brushy Creek Regional Utility Authority on Feb. 26 that the authority submitted an abridged application for SWIFT funding to the Texas Water Development Board in January.
Archer said the Water Development Board is reviewing abridged applications and will rank and prioritize projects based on the amount requested, the number of customers served, project schedules and project types. “They go through that, look at the amount that everyone is seeking to obtain through SWIFT funding, the types of projects, the number of customers impacted by those projects, the schedules for those projects, and then come out with their ranking process,” Archer said.
The abridged submission seeks funding for Phase 2A, a water treatment plant expansion. Archer said applicants invited by TWDB will typically receive about 30 days to prepare a final application once invitations are issued; BCRUA staff will coordinate final application work with the City of Round Rock and the City of Leander if invited. Archer said BCRUA has applied for SWIFT funding multiple times in the past and “we've always made the cut.”
Board members asked whether BCRUA knows how much money is available in the SWIFT funding pool; Archer said that information is not published and that applicants are not given visibility into the size of the funding “bucket.”
No formal action was taken on the application update during the meeting; the item was informational.
