Board names county engineer’s office as ADA coordinator, directs transition‑plan work

Doug (county engineer) briefed the board about a site review conducted by the Iowa Department of Transportation Civil Rights Bureau and explained that local public agencies that receive federal aid must comply with ADA and Section 504 of the Rehabilitation Act. He said the required transition plan must identify facilities and program elements that are not accessible and set a schedule and funding path to bring them into compliance. Doug told the board that some county facilities and sidewalks are not ADA‑compliant and that the engineer’s office already handles design and construction for several local sidewalk and road projects.
Supervisors discussed the additional workload that transition‑plan duties would place on the engineer’s office and the need to budget for improvements once they are identified. Doug said his office could carry the coordinator role but noted it adds responsibilities to an already busy shop; he said staff and resources would be used to prepare the plan and coordinate improvements.
Board action: Supervisor Haas moved and the board seconded to appoint the county engineer (and the engineer’s office) as Kossuth County’s ADA coordinator. The motion passed on a roll‑call vote with unanimous approval.
Why it matters: A federal and state review prompted the requirement. Appointing a coordinator starts a process that can affect capital projects and maintenance schedules because the transition plan can require physical modifications to county buildings, sidewalks and rights‑of‑way.
