Douglas County commissioners continue Tallman Gulch service-plan amendment, table Pine Canyon rezoning request

The actions took place during the Douglas County Board of County Commissioners’ Land Use Meeting and Public Hearing. The board continued the Tallman Gulch Metropolitan District second service-plan amendment (project file SV2024-003) to Jan. 14, 2025, at 2:30 p.m., and tabled the Pine Canyon Plan Development rezoning and water appeal (project files ZR2020-010 and MI2020-009). Under the county’s process for tabled items, the applicant must re-notice the application if it sets a future hearing date.
Why it matters: Both items are procedural steps in the county land-use review that preserve the applicant’s option to return with revised materials or a new hearing date. Tabling an item leaves the application open but without a set date, which triggers the county’s re-noticing requirement when the applicant requests a future hearing.
What the board did and said
County staff certified the agenda and that necessary postings had been made before the hearing. JD Beckwith, identified in the meeting as principal planner, told the board the applicant for the Tallman Gulch Metropolitan District requested a continuance to Jan. 14, 2025, at 2:30 p.m. A commissioner moved to continue the item; another commissioner seconded the motion and the board voted in favor. The chair announced the request to continue was granted.
On the Pine Canyon application, Matt Jacobowski, chief planner in Community Development, told the board the applicant had asked to table the rezoning and water-appeal applications “as allowed per section 15 and 18 of the zoning resolution.” Jacobowski explained that tabling does not assign a future hearing date and that, if the applicant later selects a hearing date, the county will need to re-notice the application so the public and interested parties are informed. A motion to table the item was made and seconded; the board voted in favor and the motion carried.
Recusal and other procedural notes
A commissioner identified as Commissioner Leighton was noted as recused from the Pine Canyon item; the county attorney indicated Leighton would excuse themself if a full hearing were held. The board also noted Commissioner Van Winkle in the procedural discussion but no vote-by-name was recorded on the public transcript.
Next steps
The Tallman Gulch service-plan amendment is scheduled for continued hearing on Jan. 14, 2025, at 2:30 p.m. The Pine Canyon application remains tabled with no date; the applicant must re-notice if it requests a future hearing.
