Willard City Council approves municipal code, zoning codification and updated fee schedule

Willard City Council voted unanimously at its Feb. 12 meeting to adopt a codified municipal code, adopt a codified zoning code and approve a revised fee schedule for development and business licenses. Council also approved the Jan. 23 meeting minutes.
The actions formalize updates that city staff and the planning commission had prepared to bring the city's online ordinances and zoning references into a single, searchable codified format and set a new fee structure for business and development permits, including a revised fee for recreational-vehicle parks.
Council members said codification brings scattered ordinances into a single online reference, which will make it easier for staff and the public to find current code sections. The council also approved a fee schedule amendment that changes the business-license structure and sets a one-time fee approach for several categories.

What the fee changes mean
The council approved a business/trade fee structure that keeps alcohol licenses at a higher administrative level, while converting several other license types to a flat, one-time fee. For trailer courts/RV parks the schedule adopted in the meeting sets a base fee of $50 plus $10 per RV space. The council discussed that RV parks require additional staff time for inspection and enforcement and left a per-space component in place for that reason.

Staff will finalize the online codified ordinance and zoning code so references and cross-links match the city's official numbering. The council directed staff to continue bringing updates and corrections through the regular ordinance process so local amendments and clarifying ordinances can be published in the codified record.
