Commission approves consent docket, engineering contracts, change orders, bid awards and a damages settlement

The Oklahoma Transportation Commission approved its consent docket and a series of routine procurement and contract items, including engineering contracts, bid awards and change orders, and accepted a damage settlement.
The commission approved the minutes for the January 6, 2025 meeting and the consent docket. It approved a set of statewide on-demand engineering contracts for services including community engagement, bridge rehabilitation, ADA improvements, and bridge inspection services; firms selected included Freese and Nichols, Garver, Stantec, WSB, Atkins, Walter P. Moore, and others. The commission also approved several project-specific engineering contracts: CPNY Incorporated (I-40 in Canadian County preliminary engineering, contract not to exceed $2,212,515) and Grossman and Keith Engineering Company (US 281 bridge replacements, contract not to exceed $1,238,236), and Garver LLC (State Highway 51 preliminary engineering, contract not to exceed $1,903,710). ODOT stated right-of-way phases for those projects are included in the eight-year construction work plan with scheduled letting dates in federal fiscal years 2031 and 2032.
Change orders were presented in two categories: item 19 for cumulative totals of $150,000 or less (information only) and item 20 for cumulative totals greater than $150,000 (approval recommended). The commission approved item 20, parts a through p, which were change orders with cumulative totals greater than $150,000.
The commission also approved awards for bid openings from January 9 and January 16, 2025, with a list of call orders recommended for award and several call orders rejected or deferred as noted by staff. Specific call-order numbers were provided in the presentation.
The commission accepted a damages-to-state-property settlement presented by staff: for an incident on March 20, 2024, where a motorist struck a vehicle and both collided with an ODOT cable barrier on eastbound I-40 in Oklahoma City. Repair cost was $5,481; insurance payment apportioned to ODOT would be $4,828.39 with a required write-off of $652.61; the Office of General Counsel recommended acceptance as litigation was not cost-effective.
All presented consent, contract, change-order and award items were approved by majority vote. The items were routine procurement and contracting actions that ODOT presented for commission approval.
