Supervisors press developer after extensive earthmoving done without land-development plan

Huntington Township supervisors raised concerns that a company identified in the meeting as KDI had carried out substantial earthmoving and fill at a site near U.S. Route 15 without a submitted or approved land‑development plan.

A supervisor said, “They’re doing a lot,” and described recent, visible excavation and fill activity along the Route 15 corridor. Supervisors said they expected the developer or the developer’s engineer to attend the meeting and provide an update; the developer’s engineer did not attend.

Supervisors noted the conservation district and the Pennsylvania Department of Environmental Protection had issued a permit to the project despite township objections. Board members expressed concern that work done now without a formal, approved land‑development plan could require substantial corrective action later if it must be changed to comply with township and state requirements.

At the meeting supervisors asked staff to invite the developer’s engineer to the next meeting and requested status reports and test documentation that should accompany construction done without a land‑development plan. No formal enforcement action or permit revocation was taken at the meeting; supervisors said they wanted the developer represented at a future meeting and asked for documentation of compaction testing and other construction controls.

Staff and supervisors set the next regular meeting for Feb. 24, and asked staff to continue outreach to the developer and to document site activity for follow up.
