Staff explained the action is procedural: the city combined multiple earlier resolutions into a single, updated rule set for planning commission procedure and public-hearing timing. "This resolution was approved by council, so it is now back before you ... it is just a matter of the legal process," staff said during the meeting. The updated format brings the planning commission’s rules into a consistent ordinance/resolution structure; staff said the substantive items reflected what the commission discussed and recommended in November.
A motion was made and seconded to adopt the resolution; commissioners voted in favor and the chair declared the motion carried. The adopted resolution repeals Resolutions R83-1, R83-2 and R98-2 and establishes the consolidated rules as the commission’s governing procedures going forward. The resolution will be filed with the city as the current set of planning commission rules.
