Members of a Kansas Senate transportation committee heard a briefing on cargo securement and size-and-weight enforcement from Kansas Highway Patrol officials during a committee hearing this week.
The presentation, given by Captain Monroe of the Kansas Highway Patrol and two enforcement specialists, summarized the patrol's 2024 roadside findings and reviewed applicable state and federal rules. "It is a safety issue," Captain Monroe said, explaining why patrol inspectors stop commercial vehicles to check how loads are secured.
The briefing outlined why cargo securement matters to public safety and infrastructure. "We want to ensure safe transportation on our highways," technical trooper Nick Wright said, describing training the patrol provides for instructors and inspectors. Wright emphasized that the state statute governing cargo securement uses language intended to prevent cargo from "dropping, sifting, leaking, or otherwise escaping" from vehicles.
Monroe told the committee that his unit issued 3,661 load-securement violations in 2024; "a little over 1,000 of them were bad enough that those trucks had to be placed out of service until those problems could…
