Jackson County 911 oversight panel backs grant application process and 5-year Motorola maintenance contract

The Jackson County 911 Oversight Committee on an unanimous voice vote recommended adoption of two resolutions affecting the county's emergency communications fund: Resolution 22040, which establishes a formal grant-fund application process for 911-system grants and initiatives, and Resolution 22044, which transfers $18,298 within the 2025 E-911 system fund and awards a 60-month preventive-maintenance contract to Motorola Solutions Inc. under Missouri state contract MT250038001.

The grant-process resolution was presented as the final version after prior committee discussion; the committee moved and seconded the adoption and approved it by voice vote. The committee then considered Resolution 22044, which includes a contract for preventive maintenance on radio communications equipment used by the Jackson County Sheriff's Office.

Sergeant Beach of the Jackson County Sheriff's Office'technology unit described the maintenance work and why the initial year's cost is higher. "They're relay tower sites for so our radios work in the southern part of the county, and we're switching that over to Motorola. They basically supply all the equipment, and they have the the knowledge of what needs to be done and how they need to be fixed," Beach said. He said the higher first-year cost reflects replacement of end-of-life backup batteries and air-conditioning units in the radio equipment enclosures: "The batteries have just run their course, and they're there in case we lose power. They kick in for about 5 seconds, so the generator has time to kick in...and the air conditioners have reached end of life," Beach said. He added that when the cooling failed previously the equipment temperature rose "to about a 120 degrees," prompting emergency repairs.

According to the resolution language presented to the committee, the contract term is 60 months and the county's cost for 2025 under the contract is $111,800. The committee was told the first year will be roughly $42,000 higher than later years because of the battery and cooling replacements; after that, Motorola will perform preventive maintenance every six months. The contract award was described as using the State of Missouri contract MT250038001, an existing competitively bid government contract.

Committee members moved and seconded adoption of Resolution 22044; the committee voted by voice to recommend adoption to the county's legislative body. The meeting closed after the votes and no further business was raised.

Next steps: both resolutions were recommended for adoption by the county legislative body; the committee record does not show further amendments or follow-up tasks specified during the meeting.
