CareerTech posts proposed rule changes; public hearing set for Jan. 9

Gina Hubbard, who manages administrative rulemaking at the agency, told the board the agency filed a notice of intent to promulgate rules on Nov. 8 and that the Office of Administrative Rules published those filings on Dec. 2. She said rule impact statements have been posted and the public comment period and hearing are underway.

Hubbard told the board: "On January 9th, we will have our public hearing at 1 o'clock at our state agency in the Alexander conference room." She said rule impact statements and the comment portal are posted on the agency website under the "About" tab and that printed copies are available by request.

After the public hearing, Hubbard said the agency will bring final rules to the board for possible approval at the Jan. 16 meeting; adopted rules would then go to the governor and the legislature for review under the normal process.

Hubbard described the rulemaking process as having about 14 steps and said the agency is more than halfway through. Board members asked about typical attendance; Hubbard said public hearings historically have low in‑person turnout but the agency works with stakeholders in advance to surface concerns. No rules were adopted at this meeting; the presentation was informational and scheduled next steps were repeated for the public record.
