The Morrow County Board of Commissioners took several formal actions during the May 30 meeting. Below are the items the board voted on and the outcomes recorded in the meeting.
Resolution R-2025-05 — Oregon Savings Growth Plan: The board approved a resolution authorizing Morrow County to participate in the Oregon Savings Growth Plan, a voluntary deferred-compensation program administered by Oregon PERS. County staff said the program is optional for employees and comes at no cost to the county; staff also said the change affects about 40 employees as the county transitions to PERS effective July 1. Motion to approve recorded and carried.
IT services intergovernmental agreement (IGA) renewal with City of Hermiston: The board approved a one-year renewal of the IGA for ongoing IT services with the city of Hermiston. County staff said the renewal reflects a CPI-based price increase and recommended a single-year renewal so staff can incorporate lessons from a recent business-continuity and disaster-recovery review and update the contract in the next 12 months. Motion carried.
Deflection contract — Community Counseling Solutions sole-source designation: The board adopted findings and authorized a sole-source procurement designation for a deflection contract with Community Counseling Solutions to regularize a negotiated service that had been implemented without a competitive procurement posture. County staff said the action is intended to permit processing invoices for services provided through the end of the county’s fiscal year and to allow required public posting under state procurement rules.
Hot-mix asphalt contract corrections and signature authority: The board approved corrections to an awarded hot-mix asphalt contract and authorized the county administrator to sign the contract after county counsel and staff finalize non-substantive corrections (address, tax ID and typographical fixes were discussed). The approval followed a brief pull-out and re-approval of the consent agenda to correct the contract paperwork.
CDA annexation hearing schedule: Following an executive session, the board voted to cancel the June 11 public hearing on CDA properties annexation into the Boardman Fire Rescue District and directed county administration to work with the CDA on a new hearing date or extension.
All actions were passed by voice vote and recorded by the clerk; the meeting record shows motions carried with no recorded oppositions on these items.
