Baltimore County Planning Board recommends 2025 basic services maps for water, sewer and transportation

The Baltimore County Planning Board on Feb. 20 voted to recommend that the County Council adopt the 2025 Basic Services maps for public water, public sewage and transportation.

The motion, introduced by the chair and supported by board members, followed staff presentation from the Department of Public Works and Transportation and a brief question-and-answer period. The board’s roll-call vote was recorded as unanimous in favor of forwarding the maps to the Council for adoption.

The maps had been introduced to the board on Jan. 16 and were the subject of a public hearing on Feb. 6. Department of Public Works and Transportation staff were present at the Feb. 20 meeting to answer questions from board members about the maps and related projects. Board members asked staff about the status of the Richland Wastewater Treatment Plant replacement and the timing for construction of a new pumping station and decommissioning of the existing plant; staff said the project was planned to be re-advertised in summer with an expected multi-year construction timeline of roughly three years to build the new pumping station and decommission the existing plant.

Board members also asked whether the wastewater and transportation entries on the maps were part of the county capital improvement program. Planning staff clarified that the basic services maps show projects in the works and that some items had already been funded in earlier CIPs rather than being new capital requests for FY26.

The board performed a roll-call vote after concluding discussion. When asked individually, the board members present each recorded an affirmative vote and the chair announced that the motion carried.

The board’s recommendation will be transmitted to the Baltimore County Council for its review and any subsequent action.
