Staff described Hermosa Ranch Tech Campus South (also called Prime Data), a 78-acre site about a half mile south of Lower Buckeye Road and Avondale Boulevard. "This is a 78 acre site and it will consist of 5 data center buildings," staff said. The presentation noted staff has approved the site plan and design review; mass grading plans have been approved and the city is awaiting resubmittal from the applicant on on-site and off-site civil improvements. Building permits for Buildings 1 and 2 and the final plat are pending.
Staff also reported approval of the site plan and design review for the Superstar Car Wash at the northeast corner of Lower Buckeye Road and Avondale Boulevard; on-site and off-site civil improvements were approved and building permits are under review. A second data-center site, Hermosa Ranch Tech Campus North (at the southwest corner of Lower Buckeye and Avondale), includes a commercial corner called the Marketplace at Trace Rios; staff said the applicant submitted a site plan and design review and that staff is doing a first review. The data-center portion is anticipated to submit a site plan and design review before the end of the year.
The Avondale Fire Station 171 project — a city project between Fifth and Sixth Street in Old Town — is in the initial phase of construction with footing work under way. Engineering improvement plans and building permits have been approved; staff estimated completion in February 2026.
At the District at Crystal Springs (the southwest corner of McDowell Road and Avondale Boulevard, roughly 45 acres), staff described approved site plans for the Orion townhomes and an Encompass Health rehabilitation hospital; applicants still need to submit civil and building permits. On Dysart Road, staff reviewed minor amendments to a townhome project that changed building layouts and elevations to a modern craftsman style and added stone and a revised color palette.
Work has begun at the Extra Space Storage site on the southwest corner of Indian School and Osborne Road; engineering permits have been issued and construction is underway. At Premier Underground on Alicia C. Felix and Riley Drive, staff said site plans and design review were approved, mass grading plans were approved in December and water, sewer and landscape improvements were approved in February; building permits have also been issued.
Staff closed the report by showing commissioners an online Development Dashboard on the planning site that lists approved projects and projects under construction. No action was required from the commission on these project updates; staff said they are available to answer questions and will continue to process civil and building permits as applicants submit materials.
The planning division did not request formal motions or votes on the updates during the meeting.
