The Willard City Planning Commission reviewed the proposed transportation master plan and a hand‑drawn map showing recommended future roads and highway access points. Staff said they had solicited comments from a UDOT reviewer and had marked those comments on a hand sketch; the blue markups reflected suggested deletions of some proposed highway access points that were too close to other accesses.
Maddie, a Willard City staff member, said Justin from Jones and Associates created the base map and that she had asked a UDOT reviewer to comment on access spacing; she described the blue comments on the hand sketch as UDOT feedback about access locations.
Residents raised several location‑specific questions. Diana Baker and others asked about whether specific streets (Third West vs. Fourth West) should be shown as continuous future streets. Staff explained some constraints, including existing utility easements and where sewer lines were placed historically, which affect whether a street can practically be extended.
Larry Holmes and other residents raised questions about long‑standing lanes shown on older maps (for example, a 1550/1450 North alignment and other historic lanes). Staff said they would research older county records and the recorder’s office to confirm whether lanes were formally dedicated and suggested the city might add protections for long‑standing plan elements so they are not lost when projects change over time.
The commission asked staff to create a revised aerial map that incorporated the UDOT reviewer’s blue comments and to add the two lanes the commission identified as missing from the aerial version. Staff also said they would note access deletions and provide an updated map to the commission for side‑by‑side comparison at the next meeting.
