Council approvals: appointments, code of conduct and classification changes; consent warrants passed

The City Council of Imperial City approved several administrative and personnel items Tuesday, including an appointment to the County Airport Land Use Commission, the adoption of a city code of conduct and ethics policy, and personnel classification changes following a completed classification study.
Appointment to Airport Land Use Commission: Council approved the appointment of Planner Ivan Cordero as the city’s primary representative and Assistant to the City Manager Tommy Garcia as alternate to the County of Imperial Airport Land Use Commission. The motion carried 4–0.
Code of Conduct and Ethics Policy (C4): The council approved and adopted the proposed Code of Conduct and Ethics Policy for city employees after a presentation by Kristen Smith. There was no fiscal impact reported. The motion to adopt carried 4–0.
Classification study, side letter and benefits resolution (C5–C7): Following negotiations with Teamsters Local 542, the council approved classification-study recommendations for reclassifications and new/updated job descriptions affecting Teamsters employees (C5), approved a side‑letter agreement memorializing the terms (C6), and adopted Resolution No. 2025‑50 to establish employee benefits for MSPC unrepresented employees that incorporate the new classification titles (C7). Those three personnel items were approved in sequence; the record shows the motions carried by votes noted as 3–0 (one council member recused/was outside the room during those votes because of a potential conflict).
Consent agenda and warrants: The consent agenda was approved with the council’s agreement to pull four warrants for separate consideration. The bulk consent (all items except the four pulled warrants) passed on roll call with council members voting in favor. The four pulled warrants were then considered individually and approved by roll calls recorded during the meeting (one warrant carried with one abstention recorded by the mayor pro tem for that line item).
