Mississippi Senate advances broad package of bills; budget transfer, program updates win passage

The Mississippi Senate met in Jackson on Feb. 24 and approved a broad slate of bills and committee substitutes, using the chamber’s regular procedures and multiple morning roll-call votes to advance budget and policy measures.

Senators moved through calendar business, adopting routine motions and introducing guests before taking up substantive items. Lawmakers passed the Senate’s annual transfer bill, a set of committee-substitute corrections to capital and program appropriations, and a number of policy bills that state committees described as technical updates or extensions of existing programs.

The transfer bill approved by the Senate implements the routine movement of general funds among established state funds — including the 2% set‑aside, the working cash (stabilization) fund, the capital expense fund and the budget contingency fund — and takes effect on passage, Senate sponsors said. Separately, a committee substitute (for 28‑40) corrected prior-year bill language, moved the Mississippi State University veterinary school fund from DFA to MSU, adjusted an emergency roads-and-bridges fund number, and transferred responsibility and funding for the Office of Physician Workforce program from UMMC to the Mississippi Department of Health; sponsors said that shift included a transfer amount shown in committee discussions (about $4,030,416 transferred from UMMC to the health department).
