Pender County approved an agreement with the Falls Mist developer to build sewer capacity that would be dedicated to the county and repaid through system development fees; one commissioner publicly opposed the contract, saying developers—not citizens—should pay for such infrastructure.

The Pender County Board of Commissioners on May 19 approved an agreement with the developer of the Falls Mist subdivision (located between Highway 210 and Highway 117 in Rocky Point) under which the developer will design and construct sewer infrastructure for the project and dedicate the system to the county for operation. The full neighborhood is planned for about 750 homes; phase 1 will include 250 homes and require approximately 100,000 gallons per day of wastewater treatment capacity.
