Superintendent John Provo reported progress on his evaluation goals and described steps the district has taken toward reviewing staffing, drafting a new district improvement plan and increasing student voice.
Provo said the professional-practice goal — focused on staffing patterns and district culture — proved broader than anticipated and that “progress towards this goal has been moderate.” He described ongoing reviews of programming and staffing across special education, ELL and general-education programs to identify efficiencies ahead of the budget season and said conversations with principals and administrators continue.
Why this matters Staffing patterns and program decisions affect classroom sizes, special-education supports and the district’s budget. Committee members said district-level, school-by-school staffing data is important for the upcoming budget deliberations; several members requested additional, granular data on building-level resources to inform budget decisions.
What the superintendent reported - Professional practice/staffing: Provo said the goal was broad and difficult to measure but that the district has reviewed programming principles and staffing patterns. He said the review will continue into budget preparations and noted that a significant enrollment decline means close scrutiny of resources building by building. He also acknowledged that planned surveys and deeper input from parent and school-advisory groups did not occur on the schedule he had hoped. - District improvement plan (strategic plan): Provo described a draft district improvement plan organized around six overarching areas — curriculum, teacher quality/professional development, human-resource management, student supports, leadership/governance/communication, and financial/asset management — with associated benchmarks, improvement strategies and persons responsible. He said the draft will be circulated to central administration, principals and staff and that the committee should expect to see a proposed final copy during committee review in the winter months before it is slated to be implemented the following school year. - Student learning/voice: Provo said there has been “significant progress” toward ensuring students have a voice in teaching and learning, with principals taking steps across grade levels to gather student feedback and integrate age-appropriate voice mechanisms. He said principals have been sharing practices across schools and that the approach will continue to develop.
Committee discussion and next steps Committee members pressed for more specific staffing and budget-related data, including a building-by-building resource accounting and more explicit benchmarks tied to student counts and needs. Members discussed timing for completing the superintendent evaluation and agreed that individual committee assessments should be completed so the committee can compile a composite. Committee members suggested aiming to present evaluation results to the full committee at the Nov. 6 meeting, and the superintendent committed to providing additional documentation (for example, staffing and budget reports) that members can use when filling out their evaluation forms.
Provo told the committee he will provide iterative updates to the goals going forward and work with the chair and vice chair to refine measurable deliverables and timelines. He also said he would provide the draft district improvement plan to the committee for review prior to a full committee deliberation.
Ending The committee asked for more granular staffing data to support budget deliberations; the superintendent said he will supply those data and timeline proposals and the committee set an initial target of early November for compiling and discussing evaluation input.
