Library skylight replacement bid delayed as commissioners request additional subcontractor pricing

The commission postponed a decision on replacing skylights at the Clovis Carver Public Library after members asked staff to seek more competitive subcontractor quotes.
Purchasing and facilities staff explained the library roof project requires the existing skylights to be removed and the roof curbs raised to comply with code and to secure the manufacturer's TPO warranty. WWRC, the primary contractor for the roofing work, recommended replacing the existing custom-panel skylights with the same material used at the Aquatic Center. WWRC provided a proposal from Powers Products; the total skylight cost in the proposal was about $178,329.18, of which roughly $145,000 was for the skylight units.
Commissioner Paula pulled the item from consent and said she wanted another bid because the per-unit cost appeared high (she paraphrased roughly $23,000 per skylight). Staff said WWRC could ask subs for alternatives but warned lead times are long: 5—6 weeks for shop drawings and about 18 weeks for fabrication after approval. Commissioners voted unanimously to postpone to the commission's second meeting in February to allow staff time to seek additional subcontractor proposals.
Staff reported the skylights are approximately 12 by 12 feet for the large pyramidal skylights and that timing concerns mean the contractor must coordinate removal and replacement to minimize exposure during roofing work.
