Staff member Miss Burrows told the commission the draft follows the model ordinance provided by Housing New Mexico and that the city added a clarification to the definition of "infrastructure purpose" to include the city's portion of municipal gross receipts tax reimbursement as an eligible infrastructure contribution. Burrows said the draft intentionally leaves incentive tools broad so the commission may use multiple options for future projects rather than committing to specific incentives now.
Commissioner Casaus moved approval of the ordinance's introduction; Commissioner Garza seconded. The motion passed unanimously.
The introduction does not adopt program rules yet; it places the ordinance on a future agenda for further consideration and provides staff direction to continue drafting details as needed.
