Apache Junction council approves liquor license recommendation, dissolves dormant MPC, authorizes CFD amendment and fills multiple boards

The Apache Junction City Council on Oct. 21, 2025, voted unanimously on several routine and substantive items, including recommending a new restaurant liquor license for Mickey D’s Café, adopting an ordinance to dissolve the city’s Municipal Property Corporation, approving a second amendment to the Superstition Vistas Community Facilities District (CFD) development agreement, and confirming multiple appointments and reappointments to city boards and commissions.

Liquor license: Council recommended approval of a Series 12 restaurant liquor license for Mickey D’s Café, 1408 W. Apache Trail. City staff reported the application met state posting requirements and inspections by the Apache Junction Police Department, building and safety, planning and zoning, and the Superstition Fire and Medical District found the premises in compliance. The applicant’s on‑site representative, Becky (manager), told council the business will offer alcoholic beverages during daytime service (manager stated “6 to 1” during the hearing). The council voted to recommend the application to the Arizona Department of Liquor Licenses and Control; the roll call recorded unanimous support.

Municipal Property Corporation ordinance: The council adopted Ordinance No. 1568, repealing the Municipal Property Corporation code section and authorizing staff to take administrative dissolution steps. City staff and bond counsel said the municipal property corporation has been inactive for roughly 30 years following a 1997 federal change that removed the legal need for the entity; the council voted to repeal the code section and authorize administrative wind‑down. The ordinance passed on a unanimous roll call.

Superstition Vistas CFD amendment (Resolution No. 25‑29): The council approved a resolution authorizing a second amendment to the Superstition Vistas CFD development agreement that substitutes two new developer‑related entities as financial guarantors after a corporate restructuring by Brookfield Residential. Bond counsel Zach Sacas said staff and district officials had reviewed the proposed substitute entities’ financial strength and that the amendment would not subject city property taxes to district obligations. The resolution passed unanimously.

Boards and commissions appointments: Council considered 26 applications for roughly 19 positions across boards and commissions. After interviews and motions, the council confirmed multiple appointments and reappointments across boards, including:

Staff told the council it received a record 26 applications this recruitment cycle and that 15 applicants were interviewed. Several appointment votes were unanimous; a handful were split votes as noted above.

Consent agenda: The council approved the consent agenda with one motion and a unanimous roll call; no items were pulled for separate discussion.

Process notes: For the CFD amendment and ordinance, city bond counsel and staff were present to answer council questions. For the liquor license, the applicant’s representative answered a brief council question about the premises and hours of service; there was no public opposition during the hearing.

No new taxes or budget appropriations were adopted in these agenda items. Several appointments fill multi‑year terms and vacancies created by prior resignations or expiring terms. Council members encouraged applicants who were not selected to reapply and noted other volunteer opportunities in the city. The council did not take further action on the MAG Superstition Vistas presentation at this meeting.
